The NVQ Level 7 Diploma in Strategic Health and Safety Leadership and Management is designed to assess advanced professional competence at a strategic and organisational leadership level. Candidates are required to demonstrate their ability to develop, lead, and continuously improve health and safety strategy, influence organisational culture, ensure corporate governance and legal compliance, and manage complex risks across multiple departments, sites, or organisations.
This qualification is suitable for senior health and safety professionals, directors, senior managers, consultants, and strategic leaders who are responsible for setting organisational health and safety policy, providing strategic direction, advising boards and senior stakeholders, and embedding a strong safety culture at an executive level.
Candidates must demonstrate high-level expertise in areas such as strategic risk management, corporate governance, regulatory compliance, leadership and communication, organisational change, and performance improvement, ensuring that health and safety objectives are aligned with overall business strategy.
TIOSH offers an international NVQ Level 7 delivery service through its secure online NVQ Portfolio Learning Assistant. Assessment is based on substantial, real-world strategic evidence, including health and safety strategies, policies, governance frameworks, audit and review reports, performance dashboards, and board-level communications.
Candidate knowledge and competence are assessed through professional discussions, strategic reflective accounts, and evidence-based evaluations, ensuring a robust, practical, and leadership-focused assessment that reflects real executive-level responsibilities in occupational health and safety management.
There are no formal entry requirements for this qualification, however, the potential candidate must be able to demonstrate that they can meet the skills, knowledge and experience requirements of the compacting before enrolment.

Learning Assistant is a Quals.direct on-line e-portfolio software used by TIOSH. During the initial assessment your assessor will identify the most appropriate optional units and provide advice and guidance regarding the range of evidence required. At this stage you will be introduced to Learning Assistant and uploading evidence for your NVQ. Feedback regarding your progress will be provided in a variety of ways: contact records transmitted using Learning Assistant, which also includes a % complete indicator. Your assessor will also maintain regular contact by phone, text message and email.
Your assessor will provide support throughout the assessment process to ensure timely completion of your NVQ.
The NVQ Level 7 Diploma in Strategic Health and Safety Leadership and Management qualifies the holder to apply for the Construction Skills Certification Scheme (CSCS) Black Skill Card (https://www.cscs.uk.com/card-type/skilled-worker/).
